在留資格「医療」の新規入国外国人は6人

　法務省はこのほど、「平成21年における外国人入国者数及び日本人出国者数について(確定版)」を公表した。それによると、昨年新規入国した外国人611万9394人のうち、在留資格「医療」で新規入国したのは6人だった。

　05年からの推移を見ると、05年2人、06年3人、07年6人、08年1人となっている。ただ、これには在留資格「留学」で日本に入国後、国家 r2
試験に合格して免許を取得し、在留資格を「医療」に変更した人数は含まれておらず、同省の担当者によると、在留資格「医療」で在留する外国人は08年末時点で199人という。

　「出入国管理及び難民認定法」に定められている在留資格の「医療」は、「医師、歯科医師その他法律上資格を有する者が行うこととされている医療に係る業務に従事する活動」と rmt
されている。「医療」で在留する外国人は、日本の国家試験に合格して免許を取得後、歯科医師が6年以内、看護師が7年以内、保健師、助産師、准看護師が4年以内に就労年数が制限されている。医師については06年に就労年数制限が撤廃されている。
　ただ、医師以外の職種についての就労年数制限の見直しを検討することなどを盛り込んだ「第4次出入国管理基
本計画」が年度内にも正式決定される見通し。同計画は出入国管理行政の今後5年間に行うべき施策などについてまとめたもので、同省は今後、厚生労働省などと検討を進める。
